On Point is led by these managers, with their decades of combined experience in civil engineering, project management, and client and administrative service. The managers lead the way for our employees to grow and utilize skills that allow On Point to deliver quality, innovation, and integrity in every project we undertake.
Meet the individuals who lead our teams and uphold the values that define our company:

Richard Rebneris, P.Eng.
I'm an engineer with nearly 35 years of experience in both public and private sectors, delivering projects from buildings to infrastructure. I co-founded On Point to bring together practical, passionate people and build a firm grounded in real-world experience - clear, responsive, and focused on results. If it can be explained at the whiteboard, that's how we do it.
Over my career, I've learned what makes projects, and the people behind them succeed and what gets in the way. My role is to cut through the noise, align the right people, and keep work moving with clarity and purpose. I believe in listening first, staying calm under pressure, and letting good work and mutual respect speak louder than titles or ego.
Outside of work, I'm an avid learner, and someone who enjoys exploring new ideas, taking smart risks, and holding a sense of humour along the way.

Peter Hibbert, P.L.Eng.
Senior Civil Engineering Manager
I am a civil engineer with over 25 years of experience delivering complex infrastructure and development projects across Canada and internationally. I was raised in Victoria, BC, and have lived in cities including Southampton, Melbourne, Sydney, Calgary, and Okotoks, which has given me a broad perspective on engineering and design.
I began my career in Calgary in 1997, progressing from junior draftsman to Senior Project Engineer and Manager, before founding my own consulting firm in 2012. I joined On Point in 2022 as a Senior Project Engineer and Manager, and now serve as Civil Engineering Manager, leading five engineering teams. My work spans planning, design, and construction for residential, commercial, institutional, and industrial projects, including stormwater and utility management, roadway and infrastructure improvements, and site development for airports, business parks, and subdivisions.
Outside of work, I enjoy exploring the world, staying active through hiking and walks, and sharing my love of food and sports with family and friends. I have been happily married to my best friend for over 35 years and am proud to be the father of two grown children.

Gabe Forrester, PMP, GSC
Project Manager/Construction Manager
I am a Professional Project Manager, a Gold Seal Certified Construction Manager, and an Estimator with more than 23 years of experience leading industrial, municipal, commercial, and multi-family construction projects. Over the years, I’ve built a reputation for my strategic problem-solving skills, strong leadership, and ability to guide complex developments from initial planning through to final completion.
One of the highlights of my career was my time with the Vancouver Organizing Committee (VANOC) for the 2010 Winter Olympics, where I managed tenant improvements and oversaw operational setup as a project manager. More recently, I’ve had the privilege of leading major projects such as the YMCA/YWCA Langford Aquatic Centre, Solaris Condominiums (a 130-unit multi-family development), the Rugby Canada National Training Centre, Province of BC Sharespace, BC Ambulance facilities, and Lakepoint One—a 46-unit mixed-use residential development.
Outside of work, I enjoy spending quality time with my family, camping, golfing, and attending sporting events.

Brad Stewart
Chief Surveyor
As the Chief Surveyor at On Point, I lead our survey team with a focus on delivering high-quality data and ensuring every project meets or exceeds client expectations. With over 15 years of experience in the industry, I’ve developed a deep understanding of survey methods and built a reputation for accuracy, efficiency, and reliability.
I’ve helped integrate advanced technologies like drone photogrammetry and LiDAR, improving project deliverables across the board. I enjoy managing projects from start to finish, ensuring timelines, budgets, and expectations are all met, while continuously supporting my team’s growth.
Outside of work, you would find me spending time with my wife and daughter, as well as with family and friends. I enjoy traveling, coaching my daughter’s soccer team, and exploring Vancouver Island.

Katie Frank
Office Manager
I lead On Point's Corporate Services team, bringing over 25 years of experience in administration, client service, and operations management. My career spans the home heating and fuel industry as well as a private utility company providing water and geothermal energy, giving me a broad foundation in managing complex organizational needs.
At On Point, I oversee all aspects of corporate operations, ensuring our teams have the systems, support, and processes in place to perform at the highest level.
Outside of work, I stay active through weight training, hiking, and long walks, and I enjoy spending quality time with my family.
